Terraform 1.16 adds destroy-time Actions and lets child modules own their imports

Terraform 1.16 adds before_destroy and after_destroy events for Actions and allows import blocks inside child modules. Destroy Actions come with plan-time constraints and a two-step removal pattern that pipeline owners need to plan for.
